Directive reference – Arts 1–3, 5, 25–26
Legal framework and scope
The Soil Monitoring Law (SML) is the common name of Directive (EU) 2025/2360 on soil monitoring and resilience (whole act). Soil health is the physical, chemical and biological condition of soil and its capacity to keep delivering ecosystem services (Art 3). Healthy soil is soil in good condition for all descriptors; the Union aspiration is for all soils to be healthy by 2050 (Arts 1, 3).
A competent authority is the national body each Member State designates for the tasks of the Directive (Art 5). Transposition means adopting national law that implements the Directive, due by 17 December 2028 (Art 26, verify). The review is the Commission’s evaluation of the Directive by 17 June 2033, possibly with proposed amendments (Art 25, verify). Delegated acts and the committee give the Commission powers to amend technical elements under Parliament and Council scrutiny (Arts 21–22, verify).
